We are empanelled as PAB with DGT, Govt of India, Ministry of Labour& Employment and Ministry of Skill Development & Entrepreneurship, to carry out assessment under Skill Development Initiative Scheme of Government of India, in following sectors of Modular Employable Skill (MES), pan – India :-
AIMS OF THE PROCESS
The assessment process aims to test and certify the competency of the persons through Assessing Bodies who seek certification of their skills acquired informally or the persons who have been trained at the registered VTPs.
The main objective of assessment and certification is to measure the competency of the trained youth to perform the tasks required in the work environment by gathering evidence of performance and evaluate against agreed criteria. The process for assessing the skills should be valid, authentic, current, and reliable with proper documentation to remove any subjectivity or ambiguity in the assessment. It is pertinent to mention that keeping in view our capabilities and competencies MSDE has given additional responsibilities of conducting assessment of additional 40 sectors. Now IKANN Security Consultants Pvt. Ltd have been authorized by MSDE to conduct assessment in all sectors of SDI,MES (71) throughout the Country.
METHODOLOGY
We do the certification on 2 counts i.e. theory and practical .Theory is of one hour and practical is of 4 hour. Theory paper consists of multiple choice questions, true false and questions having brief description . Practical paper consists of four themes and viva. We have developed the data bank of question on different sectors. The sources of questions are experts of the advisory board and empanelled assessors and question bank of National Instructional Media Institute (NIMI). We have developed at least 10 sets of each module .They are randomly used for conducting theory and practical assessments. The assessors have clear instruction to open the seal of papers only at the examination center in the presence of VTP administrator .
We endeavor to bring qualitative improvement in the skill development sectors ensuring high standards of assessment ,making the dream of our Honorable Prime Minister of “Making India” coming true.
SOP and general guidelines for the ASSESSORS for conducting assessment:

A. PRE ASSESSMENT
- Taking charge of the original schedule and attendance sheets from IKANN either through email or personally from the office of the AB (IKANN).
- Collecting question paper which will be in following format :-
- A. THEORY :
- 10 OBEJECTIVE TYPE, 20 MARKS , EACH QUESTION 2 MARKS
- 10 TRUE / FALSE , 20 MARKS , EACH QUESTION 2 MARKS
- 5 SHORT NOTES , 10 MARKS , EACH NOTE OF 2 MARKS
- B. PRACTICAL :
- 4 THEMES , 120 MARKS , EACH THEME 30 MARKS
- VIVA & MISCELLANIOUS (Safety, Cleanliness & Attitude) OF 30 MARKS
- Question papers will be opened at the examination Centre in the presence of head or nodal officer of the VTP and his signature will be taken on the prescribedproforma. (One extra copy of question paper will be made available to the assessor)
B. ASSESSMENT
- Reach the designated institute in time on the date of schedule.
- Assessors has to verify certain documents before the exams so as to establish the identity of the candidates i.e. Aadhar card , Voter ID, Driving license or the photo ID issued by the VTP . Photocopy of the accepted document will be taken from the VTP which will be handed over to the AB along with the result etc.
- Start the assessment at the given time. Take the signatures of the candidates on the attendance sheet and check their IDs to ensure that only the genuine candidates appear for assessment. This exercise is to be done both for theory as well as practical.
- Take six photographs of the candidates ,3 photographs in the written
exam and 3 for practical. In such a way that one in the beginning, one in the mid session and one at the end of the session. All these photos should have Assessor in picture. Ensure that copying is not done by the candidates. - At the end of the sessions, take a group photograph of the candidates with the assessor and the sitting arrangement in the photographs will be as per the attendance sheet i.e in front row roll no 1-10 and second row 11-20 (presuming the batch of 20 Candidates). Nobody other than the assessor and the candidates should be present in the group photograph.
- After completion of the written examination, collect all the papers ,count them so that no. of answer sheets are same as per attendance sheet.
- Obtain the signatures of the Head / authorised representative of the VTP on the attendance sheet. If asked, give a photocopy of the attendance sheet to the VTP.
- Ensure that all the documents have been collected as per following checklist before leaving the designated place.
- Answer Sheet of all the candidates.
- riginal attendance sheet duly signed by the candidates and countersigned by the Institute / VTP.
- Photocopy of the accepted ID proof of the candidates.
- 7 Photographs of assessment 3 for theory ,3 for practical & 1 group photograph.
- After completion of assessment, find sometime and talk to VTP and search some assessors and get their resume.
C. POST ASSESSMENT
- Before giving the final result in the given format along with the documents mentioned in the checklist ,please ensure that there is no any discrepancy between attendance sheets & result sheets. The feedback of the VTP and inspection report of the assessor,as per following instruction, is to be submitted to the AB within 3 days of the assessment and the delay will be penalised by 5% of the payment per day.
- Assessors has to give their inspection report on following issues
- Attendance percentage of the candidates during training.
- Standard of training
- Availability of Infrastructure &equipments as per direction of DGET for
- that Sector/Module.
- General level of Faculty
- General standard of the candidates
- Attendance Register
- Any suggestion to improve the pattern of examination
- Take a feedback from the VTP on following issues
- Punctuality of the assessor.
- Scheme of examination including the standard of theory & practical papers.
- Any value addition by the assessor in the arena of improvement in training. .
- Any other suggestion by VTP to improve the pattern of the standard of the examination.

- THE Assessor to provide details of his bank account including copy of CANCELLED CHEQUE , PAN number and Aadhar Card number, for remittance of the assessment fees.
MANDATORY PROVISIONS
- Generate biometric attendance.
- Thorough authentication & verification of the examinee.
- SendingPhotographs to RDAT, SUDA,NULM, OSEMS, States Skill Development Missions etc, as per provisions, before leaving the testing centers with a copy to IKANN.
